Short update this week…only seven weeks left until the end of the session! On Thursday, both Legislative Council and OSPB presented their quarterly revenue forecasts to the JBC. The March forecasts are the most anticipated of the quarterly forecasts because the JBC bases the upcoming budget on the March forecast each year. Both March forecasts anticipate there will be more money available relative to the December forecasts but warned that higher inflation will mean those dollars will be worth less. On Friday, the JBC decided to base next year’s budget on the OSPB forecast which they considered the more conservative of the two. This week the JBC and its staff will be finalizing the FY 2023-24 budget for introduction next Monday.

On Friday, Governor Polis signed HB 1123 Move Over or Slow Down Stationary Vehicle. HB 1123 expands the Move Over for Cody law to include any stationary motor vehicle displaying hazard or warning lights. The CSPA supported HB 1123. Captain Mike Honn and I worked with Rep. Mandy Lindsay (D-Aurora), one of the House sponsors, to specifically identify Port of Entry vehicles in the statute.

So far, there have been 446 bills introduced – 248 in the House and 198 in the Senate. Only 49 days until the General Assembly is required to adjourn sine die.
