Larry Oletski is the current President of the Colorado State Patrol Association. Larry first joined the Association’s Board in 2013 as the Non-Commissioned Officers representative, and was elected President of the Association in 2015. Larry’s goal as President of the Association is to, “Serve our past, current, and future members of the Association by honoring the past and embracing the future.” Larry’s twenty plus years of work experience with the Colorado State Patrol has been equally divided between rural and metro area assignments. Larry and his wife have two fantastic kids that keep them busy with their travel hockey schedules.

Randy Belisle is the current Vice President and District 2 representative for the Association. Randy has been with the Colorado State Patrol since 2003. Durango was his first duty station out of the academy. He transferred to Colorado Springs, Pueblo, and currently works in Freemont County. Randy was raised in Pueblo Colorado since the age of four, and loves southern Colorado. Randy enjoys spending time with his beautiful wife and two wonderful kids. On his day off, Randy enjoys playing racquetball, and building and restoring automobiles.

Randy became the District 2 representative because he felt strongly in representing his district, so the voices of southern Colorado could be heard in the Denver metro area where the decisions are made. Randy enjoys hearing from the members that he represents, and extends a heartfelt “Thank You” to the District 2 Association members for letting him represent them.

Senior Port Officer Helena Shea is an (almost) Colorado native, arriving in the Merino area when she was two. In November of 2009, Helena joined the Colorado Department of Revenue as a Port Officer at the Fort Morgan Port of Entry. She is a Level III CMV inspector, and has instructed at the POE Academy. She is also a past participant of CDPS’s Leadership Strategies Institute and is focused on employee engagement. Helena was named POE Officer of the Year in 2019, and was promoted to Senior Port Officer for Fort Morgan in 2020.

Helena was elected to the Board of the CSPA in 2020. She hopes to offer a voice on the Board for the things that are unique to both the Ports of Entry and the Eastern Plains.

Lori Brown

Lori Brown has served as a victim advocate for almost 11 years, nearly 8 of those years with the Colorado State Patrol. She is currently assigned to District 1E based in Castle Rock, covering troops 1C, 1B, 3D, and part of 2C.

Before that, she worked for 12 years in the Colorado State Senate and volunteered as a victim advocate with the Denver Police Department for nearly 3 years.

Her hobbies include traveling, learning to ski, photography, and walking her Miniature Australian Shepherd, Buddy.

Lisa Frank

Lisa Frank has worked for the Colorado State Patrol since 1997. She began her career with CSP as a Communications Officer at the Denver Regional Communications Center, where she served for 3 years before transferring to the Executive Security Unit as one of the first two Communications Officers. She worked at ESU for 3 years before transferring to the Adams County Troop 1D office as an Administrative Assistant. In 2004, she also began teaching Alive @ 25 and ADOD. In 2012, she was promoted to the Colorado State Patrol’s Homeland Security Unit and was stationed at the CIAC as a Program Assistant I and then promoted to a Program Assistant II. During this time, she was afforded the opportunity to learn how to become a Criminal Intelligence Analyst. In 2016, she was promoted to an Analyst III (Criminal Intelligence Analyst) assigned to the Auto Theft Investigation Coordination Center (ATICC) and eventually assigned to the CATPA Metropolitan Auto Theft Task Force (CMATT), which is an undercover taskforce working with multiple agencies. In 2019, she was promoted to Accreditation Manager in the Professional Standards Section where she is serving. In addition to supervising the Accreditation Unit, she manages three accreditation programs and the agencies Executive Accreditation Report (ExAR) program.
Lisa holds a Bachelor’s Degree in Criminal Justice from Metropolitan State University of Denver, and a Master’s Degree in Criminology with an emphasis in Leadership from Regis University.
