The PERA Payback Bill (HB22-1029) is a bi-partisan bill that will be working its way through the legislature this year. This bill is critical to your retirement future. The PERA Payback Bill makes a provision for the State to payback the $225 million payment to PERA that was suspended in 2020 due to the COVID pandemic.
HB22-1029 makes an additional direct distribution to PERA of $303.57 million, which is the sum of $225 million plus an additional amount of estimated investment gains that were lost because the payment was not made on time.
However, the passage of HB22-1029 is not guaranteed.
On Monday, April 25th, HB22-1029 is scheduled for its first hearing in the House Finance Committee. From there, HB22-1029 will make its way to the House floor where it will be voted upon by the House Representatives before moving onto the Senate the following week. Please send an email to the members of the House of Representatives asking them to support HB22-1029, so you don’t lose your $225 million.
Now is the time to start advocating for this bill! Your legislators need to hear from you about the importance of the state upholding its commitment to public employees and retirees by making up for the missed payment.

HB22-1029
Compensatory Direct Distribution to Public Employees’ Retirement Association
Bill Summary:
Lawmakers enacted legislation in 2020 to forego the annual $225 million payment to PERA during the height of the COVID-19 pandemic, when the General Assembly cut billions of dollars from the state budget. The state resumed payments in July 2021 but did not make up 2020’s payment. HB22-1029 calls for the state to make a payment totaling $303.57 million — $225 million plus estimated investment gains, had the money been invested — on July 1, 2022.
Sponsors: Rep. Shannon Bird, Rep. Shane Sandridge, Sen. Chris Kolker, Sen. Kevin Priola
Bill status: The House Finance Committee is scheduled to have its first hearing on the bill on Monday, April 25th.
Position: As fiduciaries, the PERA Board supports restoring the missed direct distribution.
