Larry Oletski is the current President of the Colorado State Patrol Association. Larry first joined the Association’s Board in 2013 as the Non-Commissioned Officers representative, and was elected President of the Association in 2015. Larry’s goal as President of the Association is to, “Serve our past, current, and future members of the Association by honoring the past and embracing the future.” Larry’s twenty plus years of work experience with the Colorado State Patrol has been equally divided between rural and metro area assignments. Larry and his wife have two fantastic kids that keep them busy with their travel hockey schedules.

Joelle Hand

Joelle Hand began her career with the Colorado State Patrol in 2015 as a Port of Entry Officer assigned to the Fort Collins Port of Entry. In 2018, she graduated from the Colorado State Patrol Academy as a member of Trooper Class 2018-1 and was assigned to 3C Fort Collins after graduation. In October of 2024, she transferred to the Vehicular Crimes Unit (VCU) where she is currently assigned. She has also worked in the Denver Communications Center while on light-duty assignments over the course of her last two pregnancies.

Joelle joined the Colorado State Patrol Association’s Board of Directors in 2021 as the District 3 Representative. She became the Specialty Trooper Representative after her transfer to VCU. In 2023, she was elected to the Secretary position on the Association’s Executive Board. In June of 2026, she was elected as the Vice President of the CSPA.

A trusted voice within the Association, Joelle brings over a decade of diverse agency experience and a proven track record of advocacy to her role as Vice President. Her experience allows her to deeply understand, and advocate, for the entire CSP Family. As Vice President, Joelle is fully committed to upholding the CSPA’s mission to protect our members’ compensation, benefits, and retirement security.

Joelle lives in Northern Colorado with her husband and their three boys. In her free time, she can be found chasing after her two toddlers, teaching her teenager how to drive, competing in local CrossFit events, and training to complete her first full marathon in the fall of 2026.

Ashley Hokenstad

Ashley Hokenstad graduated from the Colorado State Patrol Academy in June of 2022. She was assigned to the Castle Rock troop upon graduation and still works there today. Ashley is a Colorado native who is always taking advantage of the opportunities the state has to offer, especially the outdoors. She loves cycling, hiking, and kayaking. Her mission as the District 1 Representative is to continue promoting the Association and provide resources for its members. Ashley enjoys being a member of the State Patrol to promote positivity in law enforcement.

Randy Belisle

Randy has been with the Colorado State Patrol since 2003. Durango was his first duty station out of the academy. He transferred to Colorado Springs and later worked in Pueblo, and Fremont County. Randy was promoted to Corporal in 2025 and was assigned to 2A Fairplay where he currently serves.
Randy was raised in Pueblo Colorado since the age of four, and loves southern Colorado. Randy enjoys spending time with his beautiful wife and two wonderful kids. On his day off, Randy enjoys playing racquetball, and building and restoring automobiles.

Randy became the District 2 Representative because he felt strongly in representing his district, so the voices of southern Colorado could be heard in the Denver metro area where the decisions are made. He has also served as the Association’s Vice President for several years. Randy enjoys hearing from the members that he represents, and extends a heartfelt “Thank You” to the District 2 Association members for letting him represent them.

Joshua Curtis

Joshua Curtis graduated from the Colorado State Patrol Academy in 2010. His first duty assignment was Fruita (Troop 4A). He spent 2 years in Fruita before he transferred to Golden (Troop 1A). He spent 5 years in Golden before he transferred to Ft. Collins (Troop 3C) where he is currently stationed. He was promoted to Corporal on January 1, 2023.

Outside of work, Joshua actively attends Jui Jitsu classes and currently holds a blue belt. He also volunteers as a coach for Roosevelt High School Girls wrestling. Joshua and his wife Megan have four kids. Their first set of twins are 18 years old and will be graduating from Thompson Valley High School in 2025. Their second set of twins will be starting middle school in 2025.

Cameron Gill

Cameron Gill began his career with the Colorado State Patrol in 2018 as a civilian Security Officer assigned to the State Capitol. Cameron graduated from the Colorado State Patrol Academy as a member of Trooper Class 2021-2 and was assigned to 1C Castle Rock after graduation. In 2024, he transferred back to the State Capitol as a member of the Executive Security Branch where he serves as the Governor’s Office Liaison and as member of the Capitol Threat Assessment and Protection team.

Cameron’s experience with the CSP goes back further than the start of his career in 2018. His Dad and Uncle both wore the uniform before him, so the job was a part of his life long before he pinned on his badge. Outside of work, he stays busy mountain biking, camping, and finding any excuse to get outside with his wife Jordan.

Cameron joined the Colorado State Patrol Association’s Board of Directors in 2026. His goals, while serving on the board, is to keep our members in the loop on what’s going on at the Capitol beyond the legislation part, and to be a voice for those assigned to ESB.

Jason Quinonez

Jason Quinonez is a Port of Entry Officer I stationed at the Cortez Port of Entry. He has been with the Port of Entry since 2014. He has been a Field Training Officer (FTO) for the Port of Entry since 2020. Jason has been married to his lovely wife for 25 years. They have four kids, three boys and a girl, that keep them on their toes. Jason enjoys camping, fishing, and hunting when he can step away from the household chores.

Lori Stern

Lori Brown has served as a victim advocate for almost 11 years, nearly 8 of those years with the Colorado State Patrol. She is currently assigned to District 1E based in Castle Rock, covering troops 1C, 1B, 3D, and part of 2C.

Before that, she worked for 12 years in the Colorado State Senate and volunteered as a victim advocate with the Denver Police Department for nearly 3 years.

Her hobbies include traveling, learning to ski, photography, and walking her Miniature Australian Shepherd, Buddy.

Lisa Frank

Lisa Frank has worked for the Colorado State Patrol since 1997. She began her career with CSP as a Communications Officer at the Denver Regional Communications Center, where she served for 3 years before transferring to the Executive Security Unit as one of the first two Communications Officers. She worked at ESU for 3 years before transferring to the Adams County Troop 1D office as an Administrative Assistant. In 2004, she also began teaching Alive @ 25 and ADOD. In 2012, she was promoted to the Colorado State Patrol’s Homeland Security Unit and was stationed at the CIAC as a Program Assistant I and then promoted to a Program Assistant II. During this time, she was afforded the opportunity to learn how to become a Criminal Intelligence Analyst. In 2016, she was promoted to an Analyst III (Criminal Intelligence Analyst) assigned to the Auto Theft Investigation Coordination Center (ATICC) and eventually assigned to the CATPA Metropolitan Auto Theft Task Force (CMATT), which is an undercover taskforce working with multiple agencies. In 2019, she was promoted to Accreditation Manager in the Professional Standards Section where she is serving. In addition to supervising the Accreditation Unit, she manages three accreditation programs and the agencies Executive Accreditation Report (ExAR) program.
Lisa holds a Bachelor’s Degree in Criminal Justice from Metropolitan State University of Denver, and a Master’s Degree in Criminology with an emphasis in Leadership from Regis University.

Billy Mayfield

William “Billy” Mayfield joined CSP in 1986 and was assigned to Alamosa upon graduation from the Academy. He served in Alamosa until 1992, when he transferred to Woodland Park. In 1996, he transferred to Colorado Springs. He retired in 2011 as a Trooper with 24.9 years of service. Billy presently lives in Parker.
